Restore again on 3.1.3 and again error 1015 will come up. No worries the software is already on the phone. Now jailbreak with redsn0w-win_0.9.4 choosing stock 3.1.2. Yes 3.1.2 is close enough and will jailbreak the phone. When asked to install Cydia uncheck all.  Your phone will come to live on 3.1.3 without cydia.  After that jailbreak again this time adding cydia. When it restarts cydia will be present, update it and search for ultrasnow. Install it and you will have a jailbroken 3.1.3 unlocked.
